The announcement took immediate effect upon release. These entities are now prohibited from receiving exports of dual-use items from China, with ongoing transactions required to cease immediately, unless special approval is granted. Dual-use items are goods, software, or technologies that can be used for both civilian and military purposes, and are often subject to export controls due to their potential impact on national security or proliferation risks.
